Sales are dying though. And streaming is taking over. It makes sense to adjust the scale to represent the most (kind of) accurate level of popularity.

Besides, I don't know why y'all act like Spotify is the only source for streaming. I know it's the most popular or whatever but there are various other places people stream things. Youtube, Apple Music, Google Play, Tidal lols jk, etc.

All three platforms are corrupt to an extent. You can easily manipulate with streams and radio plays and some may say that discounting a song is cheating but at least you're paying for it.

Self-Titled maybe deserved it more album wise but LEMONADE was more of a MOMENT and had far more meaning and a purposeful feel to it. She deserves it alone for that (and also for being snubbed for AOTY when she did deserve it).
