She already zapped it and lightening seemed ineffective + she was pinned down/taken by surprise
But yeah I she probably could have just blown it away or something. Like someone else said, unfortunately Storm and Jean normally get a raw deal with their powers, as they can't "win" eveytime and could take out whole army's of enemies if they had their true powers , so that results in a limitation of their powers.
