CP is the least important factor since you can change it with stardust. However, IV isn't the MOST important either, since a Pokemon with a great IV score and a bad moveset won't be great to use in battle. It kind of sucks that you can't predict movesets, but if I were you, I would evolve the one you prefer (the 700 CP, I guess) and see what movesets you get.
Ivysaur's ideal: Vine Whip + Solar Beam
(and you get 25% boost for both being grass!)
BUT Razor Leaf is pretty close to Vine Whip and Power Whip is pretty close to Solar Beam, so any of those are just fine. You're just trying to avoid Sludge Bomb tbh.
Venusaur's ideal is the same: Vine Whip + Solar Beam
Razor Leaf and Petal Blizzard are both decent enough, but Sludge Bomb isn't great: it has lower damage per second AND nullifies the 25% boost for having the same type (since it's a poison attack, not grass).
So, evolve the one you want, see what moveset you get, and if you get screwed over, I'd say to keep the other one on hand to see if you have better luck with that one.
