If a post is reported and doesn't get warned before the thread is closed, does it still end up being warned (if it's eligible, of course)?

I think this has been asked b4, but can we just have one Random Thoughts style thread that is just for serious topics and debate? Like with the mods setting whatever ground rules they want. I think it would cut a lot of the fat in the Lounge and keep messier discussion in just one place.
Can I make another Mexican thread? As you recall, the last one was closed for unfortunate reasons but as the OP, I would make sure no one gets out of line.
