ya'll im in australia so none of my spotify plays or youtube plays count so ill just use my itunes.

the aus charts sucks and we wont pick up a song unless the radio loves it

Of course it counts, it will count to your country's charts and the song's overall plays so it really matters, especially as Britney isn't a huge streaming force
If you want it to count for the US or something you can download an IP changer thing

Yeah if you hover over the popularity bar on each of her songs you get the total plays. It updates once a day
