The Formation World Tour and Sticky & Sweet Tour aren't even fair comparisons to one another since Formation World Tour is all stadiums across the 40 shows (24 in North America 16 in Europe), while the Sticky & Sweet Tour was a mix of both arenas and stadiums. 59 shows of 85 were stadiums however Madonna was using more European shows which were more GA and drives the price per ticket down. The 2009 leg which was all stadiums had an average ticket price of $137.70 but had an average attendance of 41,000 per show. Even in 2008 for North America she only did:
Vancouver - BC Place Stadium
San Diego - Petco Park
Los Angeles - Dodger Stadium
Houston - Minute Maid Park
Detroit - Ford Field
Miami Gardens - Dolphin Stadium
Mexico - Foro Sol (2 shows)
All but Mexico would be reserved seating so that's where she can charge the higher price point with VIP packages etc. you can see that when you compare it to a show like Houston where she played almost 2.5 times the audience over 2 shows in Mexico and if you doubled the show gross in Houston it would have been only $88,543 with 21,274 less attendance.
