When we clear a thread report, what we're actually doing is marking that thread as being "okay to stay open." We're assigning that as a property of the thread, that the staff has deemed it suitable and members cannot therefore report it. With a post, we're only saying that the report submitted isn't worth following; a thread is created for a report, which is automatically closed when we access that report, and that's all, whereas a thread report also flags that thread and allows us direct access to certain properties of that thread.
Also, because regular reports are technically "cleared" before we even decide to warn them, because of the automatic closure of the corresponding thread, having them change to "can't report" but then being warned anyway would be misleading.
