I'd have to rewatch because I'm not sure. If I recall, they believed that Ian shot himself but there was a clue and note left by A (Mona? Or it could have been Melissa) that someone actually shot him.

You've made it so hard for me. It's definitely between Mona and Melissa because they were at the family dinner with the Liars and their boyfriends at the Lost Woods. It seems they interrupt them and there's a big scene in the woods.

They probs wanted to look through everything and make sure there were no huge plot holes . I'm sure they thought Cece would be a good closing at first and then realized there was so many problems with it after it aired and fans pointed errors out . Thankfully the finale will be 2 hours. Hopefully they give us little reveals each episode up until the finale where they spend the first hour revealing everything, and the second tying it all together.
