You're ignoring the fact that the vast majority of people don't know it's a single. Most people don't keep up with those things like we do.
Blurred Lines had to climb for 6 months before The Voice performance pushed it into mega-hit status. XO isn't going to see individual sales until it has individual promotion. Radio promotion is also not particularly helpful right now because most people are focused on holiday music. Right now, all anyone is talking about is the visual album, and all anyone is buying is the album itself. 14 songs and 17 videos for $15.99 is a much better deal than 1 song and no video for $1.29, especially when people are receiving gift cards worth $25 or more.
Drunk In Love had the initial sales boost because of the appeal of the "Bey feat. Jay-Z" tag. This is also why the Drake feature was the second biggest seller. XO is just another song in the tracklist until it receives individual promotion. There is no label on it to tell the "Gee Pee" that it is the lead single they should be buying, because it wasn't made available until after album release. There's also the matter that all of Bey's dedicated fans who already purchased the album are unable to buy the single.
