Yes it means Rihanna gets urban airplay as well as the pop airplay even though its not urban at all. I will say though its not as bad as i thought tho, the main thing is Rhythmic airplay atm. Ke$ha is only #27 there. But yes these new rules help the acts like Rihanna and Taylor who crossover best unfortunately. Please Billboard change it back!

Diamonds video is out Friday & she has SNL Saturday. And with her having huge increasing airplay on 4 different formats, we don't stand a chance.

The Hot 100 doesn't account for spins though, it counts audience impressions on monitored stations, whether they are pop, urban, rhythmic, hot ac, urban ac, etc. Rihanna would've passed her regardless. The genre airplay charts are based on spins. Rihanna has huge crossover support (Rude Boy, What's My Name?, and Umbrella just to name a few...) She's doing better on radio and streaming than Ke$ha, and is just slightly behind her digitally, at the moment. Ke$ha will do just fine though.

Yes, Rihanna gets urban airplay, but it's not because of the new rules. She's been doing well on urban radio ever since Umbrella in 2007 (with her non-dance songs).

Rhythmic radio tends to favour up-beat club music (specifally hip hop and dance-pop/dance-rap), so Ke$ha can do well on there. Here's the peaks of all her songs on rhythmic:
