HWR never treated them equally. Whether you can accept it or not, there were also times where Selena was treated better. It's not fair, like it's not fair when Demi gets adds for two formats. We can also ask ourselves, how successful would Demi have been if she got a AGT performance in her HWGA era? we'll never know.
Only thing now is we can hope that they will treat them equally OVERALL, if they can't do it at the same time. So imo they should send HTL for pop and HAC adds and that'd be ok.

First off you're comparing Demi's HWGA era to Selena's AYWR era which doesn't make any sense. By AYWR Selena had pretty much earned whatever she got by having a Gold debut and a radio hit. During her AYWR era Demi did not have an album out so comparing is pretty pointless. HWR treated both artists the same (actually Demi got 3 singles and was an opening act for one if not THE most popular boyband around for HER debut.), until one of them got a hit.
You know what.. I want to know HOW exactly Selena got better promotion for Kiss and Tell than Demi did for HWGA. She did the same basic shows that Demi did. Had a lower music video budget than Demi did.

Was falling fast and out of the top 100 on billboard.
By November, after 11 weeks, the CD was not charting.
Selena
Even though Falling DOWN FLOPPED HARD and only peaked at 82 on hot 100 on Billboard it was doing a way better job of selling K&T than Demi's TOP 15 HIT was doing. At this time, neither artist was sent to radio. Red circle =Naturally is released as a single after 12 weeks and starts getting airplay without an adds-date, gains on itunes, without HWR being responsible in anyway!
Naturally started doing AWESOME on radio (purple), the 17th week of 2010 when Demi's album was almost a year old and not charting. She had no new album out. Nothing to send to radio. Same treatment, difference is.. One had a surprise hit.
I hope it isn't peaking yet.
And you don't know if they're gonna send HTL for only 1 format yet. Maybe they're just starting to send singles to more than 1 format just like when they started to send singles for adds with Naturally.
