It's more of a pre-beta, and installing it on the live server would be extremely perilous. It's unsupported, has no upgrade path to the release version and Invision wouldn't be at all willing to help the staff if they started encountering issues with bugs and whatnot. The admins are just using the pre-release as a way to get use to the new software and experiment with the framework; give IPS a little while longer to prepare the finale product, they are pretty much ready for a big beta release. This is a HUGE upgrade for them- it's not just a simple update to the current software, it's a brand new product.
I take it the reason the server has been so ****** and the terrible ads has been because they are preparing for the switch in the upcoming months and putting all their resources there? Because some of these video ads are inexcusable..
