First year, last year, the point is she was covered, and only in her second year. They're also covering established artists, like Madonna, and perhaps Britney. These are artists that have tenure and major success. Gaga is only in her second year, but she's already being covered so early on.

Finally, that last statement of yours sounds like sour grapes. "Ah, Ke$ha is not on it, it doesn't mean anything anyway."
Nothing is going to break "OMG", "Airplanes", "California Gurls", so yes "Alejandro" will peak #4 at this point.
