I think it is. I think they're just waiting as long as they can to release it because it's the only thing that's going to promote The Singles Collection.
My favourite Britney singles are - using both song and video as parameters - are Stronger, Slave and Toxic. Songwise only, Piece Of Me and Circus would be up there.

And yes, the public loved it. If we at least had the Britney from the IUSA era by then, it could have done better... But then we also can't ignore the fact that the freakshow around her in early 2008 probably helped the song - I mean, those lyrics?!
