Oh cool. I didn't know that considering woodpeckers aren't native to Australia, hence why I asked

The reason I said I thought it might mean "a tiny glimmer of hope" is because in Australia and New Zealand, the word "flicker" refers to when lights or candles (which are yellow) "flicker."
That being said, I think you're right. The film is titled Mockingjay, which is a fictional robot-bird in the series, and after googling flickers, they look really similar to the Mockingjays (featured on the book covers, movie posters and Katniss' pin in the film) and they do come in yellow, which often represents hope.
