I do think Rihanna and Katy Perry are on the way, and out of those, Taylor Swift is the weakest. I'm not saying she's a flop or she hasn't had hits at all, I just think she's (currently) not that remembered.
Not a Katy Perry stan, someone who stans for a critically unacclaimed, unrespected, award-lacking, average album seller and average touring artist, saying that Taylor Swift is not even close to legend status, but saying that his fave, who has the aforementioned qualities, is just not.

You take your words of advice. The way I see it Gaga is the weakest. She took a big drop from the Fame to BTW and now from BTW to Artpop. Is that a sign of a legend? Britney Spears certainly has a legacy. I think people can debate whether she is a legend or not. Bey took a big step toward her becoming a legend with her latest album. Rihanna or Katy Perry will struggle to get that recognition imo. Is it possible for them to become legends? Sure but I think they will be known more as icons. Taylor to me seems like she has all the things required to be a legend. Writes her own songs, sells out stadiums, strong consistent album sales, growing WW popularity, strong praise from other legends, etc.
While she is very successful, success alone doesn't make a legend. I think she's shown the least versatility out of these girls, and where others have not shown versatility, they have still made more of an impact in culture so that their legacies will be maintained. Taylor still is young, but if she continues going at it the way she is, I don't see legend status for her. She neither excels in her craft more than anyone else, nor does anything of particular note when it comes to innovation within her field. Simply put she is a cute girl with cute lyrics and cute melodies about cute subjects with country tinge. That is not legendary to me.
As for the rest, Beyonce is without a doubt going to be a legend, if you don't already think she is now. She's had huge impact and undeniable talent and the fact that she's had two separate successful music careers means she will have a big legacy (much like Diana Ross). I think Britney will be more of an icon because she's not really known for exceptional skill but is without a doubt a major face of the 2000s and is super iconic to a tee. If Gaga continues to stand out in a good way she'll be a legend. Rihanna could be a legend but she needs to step it up. She's heading towards more of an icon status at this point. Katy Perry too is more icon than legend to me. She's going to have to try something new besides acting like a teenager to get there though.
