To be honest I think Gaga "takes note" of everything that's popular in the industry. She's a clever woman and she clearly has a close grasp on pop music.
With that in mind I would say Rihanna is probably a mild influence but I doubt Gaga takes "inspiration" from her. They aren't exactly very alike.
And the monsters do too much in this thread.

That's probably because disturbia was one video about somebody going insane whilst "Gaga weird" mostly involved dressing up in bubbles, drawing lightning bolts, folding her hair (accessible things). It was the whole basis of her era. We're not comparing which styles "caught on" or not, the point is Rihanna did weird before Gaga came along. So the idea Gaga prompted some revolution is false.
Also let's not credit Gaga as having impact with colourful hair. The Loud era says hi.
Katy was the first one to dress up like a man, she was the first to dress weird after all, Gaga just went too far. Also, Gaga stole Katy's idea for a meat dress, knew Katy would make an alien video so she made it first so people would say Katy copied her. Also the inspiring anthem, the list seriously goes on while there's nothing to back up your claims. 
But I don't want to argue with you because you are incredibly cute and sweet, hot too.
