Kelly has no legacy because she doesnt actually pushes boundaries and creates something out of the ordinary  even Teenage Dream already has its own legacy in popular culture

PJ Harvey(mercury prize winner,critically acclaimed), Bjork,Queen, Beach Boys,Led Zeppelin, Diana Ross, Bob Marley,Kiss,Abba,Oasis,etc dont have grammy awards too. so that means they dont have a legacy

It is not all about popularity, Katy is not respected and I think to have a legacy you must be respected. I believe Katy will be like Paula Abdul and all but one or two (max) of her hits will be completely forgotten. She makes very disposable pop music which is not a bad thing but it does not garner a legacy. She might be remembered for her record breaking era but that will be due to the records her label pushed to achieve, not because of the music itself.

and  at people claiming that the remixes, discount have any effect on having a legacy or impact

people always tell KAty that she will be forgotten in 2 years,etc, wont last until a 2nd album, be a one hit wonder,etc but look what happened

This!!!!! Take note that Katy had to resort to last minute remixes for her number ones. Had Kelly resort to that during breakaway, kelly would have had the same impact(chart wise). We all know Kelly is too honest and kind to do that.
