The whole thing is CGI. Every background, when the makeup moves on her face, when she crashes to earth, the effects on the robot, everything. And CGI, one can tell you, is not cheap. They probably hired two production teams, one to handle actual video, and the other to handle CGI alone. But ET's video was probably filmed on a single set.
Gaga had a ton of dancers, a ton of sets that have to be dressed and furnished, and she did rent out multiple stages and a section of the highway, and all that equals a ton of crew and production.
So really, it's a toss up.

Only actual professionals in the industry could tell us more.
