That's partly due to Madonna achieving a legend status with Britney will never reach (despite her fans thinking she already has). But, still, to day Britney's music has aged better than Madonna's is laughable. I've only heard BOMT once here in Italy, while Madonna's catalog and recent hits (well, they are here) are overplayed.
Don't you think she reached legend status primarily because of her music? That's really the reason why Britney can never get there. Her music is lackluster.
I choose Madonna because, on top of the overall quality of her work, her music appeals to a wider demographic than Britney's. Teens, young adults, and older adults can equally enjoy her work.
Britney is only 30 and her discography is one of the strongest for pop females. Give her another 20 years and she's going to have many memorable hits under her belt since her music is only getting better with age.
With their singles, I'd say they're pretty evenly matched. Both have flawless singles. Madonna has more great singles than Britney does, but what can you expect when she's 20 years older? As far as quality goes, I'd say they tie in this department. In the quantity department, Madonna wins of course.
But when it gets to full albums, I find it easier to get into Brit's music. Her albums really appeal to me, while Madonna's seem full of filler for me that I just can't get into.
In the end, I voted Britney, just because I grew up with her music, and she is my favorite artist.

All of Britney's albums have at least 3-4 filler songs, and that's going VERY easy on the first two. Britney's albums are full of it, but they put down albums like Ray of Light and Erotica in favour of them? Please.
Honestly, except Janet Jackson, no other popstars past and present can compare with Madonna's music from the 80's or 90's (partly because music was significantly better during those times) YET Madonna's music has been going downhill since American Life and Britney's Blackout, Circus and Femme Fatale are better than Confessions, Hard Candy & MDNA.

Madonna's earliest albums haven't aged well at all, her most recent albums are completely uninspired, and there's tons of filler to be found across the majority of her discography.
Britney, on the other hand, regardless of whether she's 16 or 30, lipsyncing or singing live, a robot, shaving her head, doing drugs, etc. has always slayed us with completely flawless, next-level pop music and albums that have little to no filler.
But some people on here really need to accept that some people have different opinions...

I feel the same About Britney. Ive listened to a couple of her Albums (In the Zone being one of them) and i just can't get into them. I shall listen to Blackout and Circus soon though and see what i think. As both get praised a lot here.
