I think she has. It's impossible to stay on top forever so it was bound to happen, however, she sped up the process by the release of Born this Way. That album was the opposite of what the general public wanted and as a consequence the era was shunned in comparison to The Fame/The Fame Monster eras. I think she could easily come back to the top if she releases a unique, but more mainstream/commercial album.
Just to let you know, Adele does have a fanbase out of Atrl. Just like Britney has her Exhaler's.
