That's the political game, the senseless dragging like in SYG. The role of the opposition is to block, sabotage,... make fun of the ruling parties and spin every word around to achieve that.

The EU funds them too in the name of promoting regional identities towards separatism that breaks up the countries in the hope that we can make an United States of Europe with 50+ states based on regions and ethnic groups. It would be easier to rule over smaller entities than big countries from Brussels. They didn't saw the risk of the disintegration of the EU.
The separatists and far right in Belgium got their funding from the EU. Splitting Belgium in tiny pieces isn't a problem of scale, because there is still the big EU to make us sizeable in the world.

Bailout isn't really getting, because they have to pay it back with interests.
The days of handouts are over for them, because the EU pumps money to the poorest regions. When Central/Eastern Europe was about to be added, the Portuguese, Italians, Greeks, Spanish,... complained the hardest because they were about to lose the "poorest of the EU" status and the money flows were about to dry up.
