Her biggest tour of her career was from 2012 to 2013, ARTPOP was a decent success (despite being an underperformance compared to her previous albums), artRAVE was a global tour, Cheek To Cheek was a success, she has won a Grammy and Golden Globe over the last year, she booked the Super Bowl 2 years in a row.

She has iconic singles (Bad Romance, Poker Face), MVs (Bad Romance), album(TFM), era(TFM), pop culture moments (Meat Dress, Joe), an iconic performance (Paparazzi VMA).

So yeah. If we're being nitpicking she lacks one more genuinely iconic album and performance, but that's being picky, she has more than a lot of artist who sells more and are more consistent, but you can be consistently good and not being remembered as opposed to be earth shattering for 2-3 years and remembered forever.

No, you don't have to wait 20 years to be considered a legend. Madonna was already legendary by the early 90's. And sorry but i don't consider Mariah a legend either and imo LG has much more to offer. Sometimes this question is purely subjective, if you don't see great value on someone's work than it no matter how successful or how long they been on the game, it won't change your opinion.
