He was offered the song back in 2013 and confirmed that Tokio had no writing credits on the original demo.
The demo was made by producers who regularly work with the band.
After they shipped the demo around to various artists, Kelly picked it up and recorded it, based on the demo version, in 2013 whilst she was on tour (confirmed by KC). She had never heard Tokio's version because they had not released theirs.
Tokio do deserve credit on their version of the song, because they changed some vocal arrangements. Whether changing vocal arrangements or altering music deserves a writing credit or not, is a different argument, so that's up to you guys.
However, the demo Kelly recorded, had no input from the band at all. Therefore I don't think Kelly's version of the song deserves to give the band any credit. They can keep their own credits because they altered the song, but they had nothing to do with the original demo. Which is why the original writers/producers didn't put them on the credits when Kelly's team contacted them.
Hope this clears it up and the negativity should stop now, both artists seem to be at peace.
