The only people who scream "cultural appropriation" and are "offended" are people who are not of said culture. As someone who has lived in Japan in the past and is of Japanese descent, I can guarantee you nobody in the Harajuku District is pressed or offended over Gwen or any of the other pop girls' use of Japanese fashion.
