Why are all the BEST songs/hits peaking in the #11-13 range?

PRAYING to GOD that this week wasn't "Rather Be"s last chance. Hopefully with "Rude" falling, it can squeeze at least ONE freaking week at #9 or #10 next week. It deserves it!
