It can be really easy, since from what I've seen so far Windows 8 is really good at doing everything by itself. Buttttt if you have really old hardware you might run into some major issues... drivers are like the instructions the computer uses to make the physical parts of the computer work, so if something goes wrong it can make your computer temporarily unusable. It's better to just pay someone to do it for you instead of risk running into trouble if you're not sure. If you bought your computer with windows 7 quite recently it shouldn't really be a problem but I don't want to get blamed if you run into any trouble, lol.

To my understanding it depends what kind of application you're trying to make in the first place, I don't code so I'm unsure. No one can really agree which language is best, they all have pros/cons, and windows generally supports a huge list. Sticking to a popular program is probably a good idea though, in case you get stuck and need help... you can definitely code an application in Java, as long as you don't have any logical errors or syntax blah blah when writing, should be fine !! If I was to pick a code to learn these days, it would probably be java.
