Bitch I'm Madonna does have a message imo. It's a middle finger to the poeople saying she should act her age (and also kinda to the people that criticize her for working with younger artists).
I mean, it obviously doesn't have some kind of political meaning, but she still released it for a reason and because she's passionate about her music career, she didn't just release it for the success (as its sound isn't that hot on the charts anyways).
