there's honestly a lot of reasons as to why her US sales are slow compared to her WW sales .. I mean one thing if she slowed down on dropping albums constantly then that would give time for people to miss her a little and anticipate something new from her but since she drops albums every year people don't really get to do that .. that's only half of it though .. there's other things but tbh her US sales aren't horrible .. its not like she flops hard in the US or anything .. in my theory had LOUD came after GGGB [ how it was supposed to go ] then she would've gained a stable fanbase by then but Rated R threw off a lot of people and so now we're back to square one but like I said LOUD is selling really well seeing as she hasn't promoted since the release week .. its doing better than all her other albums so she's getting there slowly but surely ..

It's a combination of reasons I guess. Pop music has always been more popular in the UK. The UK market is also stronger than the US market on a per capita basis. It's not declining at a rate of over 10% a year like the US market. As impressive as Rihanna's sales are, they don't compare to what Take That have sold. Sales are naturally stronger at this time of year.

Rated R, as good as it was, didn't sell well here probably because the lead single didn't do well at all. Not only that, but the overall sound of the album isn't what you'd expect from Rih. Meanwhile, she has done no promo since the AMA's in the states, so it makes sense that her album isn't selling nearly as much. As for the "low debut" of 200,000, a lot of Rih listeners are prob more likely not to buy the full record and pick a select batch of songs from it or just illegally download.
