No. Artists don't need nominations to perform:

Miley & Taylor performed Fifteen in 2009 without nominations.
U2 performed in 2009 too without nominations.

The good thing about Beyoncé is that she can perform whatever she likes from the album unlike other artists who are mostly obligated (by their labels or for their own commercial purposes) to perform their current single... you can't get more predictable than that!
