I had no idea it was about Katy either I heard on the radio when the video came out that Katy "stole" Taylor's backup dancers right before her tour was going to start
The song is inspired by her but it is not specifically about her. Taylor did that on purpose she didn't want the media to make a fight out of this (lol) and she wanted it to be as relateable as possible

Yeah..... but the song is (she admitted to it or alluded it, I don't remember exactly) and the video depicts a group of celebrity women fighting another (singled out) celebrity woman. The intentions are clear.
Sorry but this makes no sense when the whole song is about Katy and Taylor herself bragged about writing "so many zingers" about Katy and said she wished there was some way Katy could hear them. What better way to make Katy hear it than by making such an event of the video? Whether you want to admit it or not, it's pretty clear this is about Katy
