No. They aren't. It's not hard to understand the strategy. Actual singles are given attention and are promoted.

Sorry may be the single that was chosen by the country, as was the plan. Colombia knows she isn't going to pay attention to radio, so they are trying to do whatever they can, to get some attention to the album from that medium. Bey isn't being traditional at all when singles come into play, so it's kind of a different take on the "single release".
