It happens far less in places with higher happiness indices and stricter gun laws, like in Scandinavia.
You can kill people with things other than guns... A guy with a bow and arrow and a knife killed three people at a Colorado college. This is a security failure. You pack hundreds of people in a single building with no security and people are going to exploit that.
Teachers need to have weapons to defend their students. Any crazy can get a gun, but it is hard to defend against it when you don't have anything to defend with. At least put some bodyguards around for Christ's sake.

It's better than fighting fire with nothing; a single bodyguard or teacher with a gun could have at least stop it quicker. There is no security at these schools so crazies could kill people pretty efficiently for a pretty long period of time.
