Mariah is the best-selling female artist of the "point of sale" or Nielsen Soundscan era. If you ignored the RIAA and other certification entities worldwide and only looked at those that track direct sales like Nielsen Soundscan, Mariah Carey is the best-selling female artist. That is how she gets away with her claims.
Rihanna's team includes album equivalents for album sales and then uses streams and single sales and reports them as pure single sales. She's double counting her single sales and streams to get these numbers
Rihanna is on her way to become the best-selling female artist of all time.
