It's called making a statement, while some people choose to engage in petty feuds and some people choose to use burqas merely as a fashion accessory, Madonna is choosing to use her time to make political statements that can hopefully wake up a few people up and bring about change.
It's like vibrations caused by a drop falling into an ocean, they might be small but when coupled with more drops the waves caused become larger.
