It's not really about sales, it's about influence and musical legacy. Beyoncé has literally influenced every single pop girlon the charts and off the charts. 'Maybe not in the same degree, but she has influenced them all in some way. Whether it be her costumes and style, her music, her dancing, her singing, her performances, etc.

Even rock/alternative bands have listed her as an influence. From the Artic Monkeys to Coldplay to HAIM everyone has praised her music and stated they would love to work with her.

She's basically the standard for all the k-pop girl groups.

She's well on her way to becoming the only legend of her generation.

She still has to show she can have worldwide, cross-cultural appeal with acclaimed material (her last two albums, which are her only acclaimed ones, experienced success disproportionately in English-speaking countries and failed to produce any worldwide hits). She also has the shadow of her songwriting controversies hanging over her career.

And most importantly, she's been in the industry for too little. 15 years does not make someone a legend.

No one cares about those "songwriting controversies" outside of the stan world though and they surely don't take away from her status lol

Those songwriting controversies prevented her from receiving an Oscar nomination, and might prevent her from being inducted into the Rock N Roll Hall of Fame (which does care about things like that).

Those "controversies" were only fueled by stans. All the songwriters were credited.
Oh and Beyoncé's induction in the Rock And Roll HOF is guaranteed. Just google "Beyoncé Rock and roll hall of fame" and you'll find many respected publications telling you that. She's 110%getting in and in her first year of eligibility.

Oscars dont really determine legends so I dont see how that really matters. As for her being inducted that has yet to be determined so speaking on that is pointless. Anyway she's the most respected of her peers for a reason. Unless there's another reason
