In a sense. Missions/Goals.
The Sims 2 on console has Aspirations goals that have to be completed to progress through the story, and Sims 2 on PC has Aspiration goals that have to be completed or your Sim will throw tantrums because of their low aspiration and have mental breakdowns everyday.
The Sims 4 Aspirations are set into 3 or 4 missions, each mission has several goals. Once completed you unlock reward points. Jobs also have the same kind of system, and once completed you unlock items in the catalog (which is the same system as the Sims 2 on console has).
The Sims 3 only has one goal to complete an Aspiration, and apart from that, you don't have to complete anything to progress in the game. So people who prefer playing and having something to work towards, won't find The Sims 3 that good. But for people who just want to play families, Sims 3 is better.
