Stephanie is still with SM Entertainment, who contracted Mafia Record to manage her as an artist. This relationship started when kpop was snatched by this high quality girl group promo:

Which was a modest smash for Wa$$up and should've set them up in the vacuum left by the 2013 rookie class, but then they followed up with this and it flopped harder than even Korea's national soccer team.
Mafia even did some ghostproduction work on SM's new girl group project in exchange for Stephanie, a reject f(x) demo to be released later and other investments. But that was years ago and since then Mafia haven't been able to successfully launch any of their male artists while their relationship with Sony Music seems to have run its course and co-founder DJ Koo has moved on to something else.
Maybe the money for the comeback that was supposed to happen at the end of 2015/beginning of 2016 went to Woojoo's hospital bills.
