The DLC for Sims 4 has been amazing, but people take a look at the base game and think that no DLC could save it.
When imo the base game for 3 was incredible the DLC was underwhelming and mostly recycled Sims 2 content (literally to the point of recycled objects and animations).
A developer even said majority of Sims 3 animations were taken from Sims 2 or the Sims 2 console games, which is why a lot of the Sims 3 exclusive content often takes shortcuts in animation work. They didn't have a large animation team on board, which is a different story for Sims 4. They did this to focus more on getting people to work on developing Open World, CASt etc.
I found out recently no one of the Sims 3 store team was an animator, whereas the Sims 4 STUFF PACK team has them. Which explains why the Sims 3 store had hot air balloons that didn't fly, boats that had no water animations
