Syria is a war ridden country with not western presence.. nobody in their right mind would send financial aid to the country, god knows who is going to get it and what they may purchase with it...
Also, the EU cannot trust Turkey in any aspect. Erdogan is a modern dictator. The level of corruption there is unheard-of.. it equals some african countries actually. Sending money to turkey makes sure, that it is not used for the cause. We all know Erdogan is going to use it to get rid of the Kurds..
It is basically the same for many eastern european countries. Greece has received 300bn euros since 2010 and look where they are now... on the brink of bankruptcy. Macedonia and co... hell no. EU states would need to actively go into those countries and build up houses and import food, clothes, and no sovereign state would allow that.
so the dilemma is that you cannot change the situation at the basis. you can only deal with the people when they are in your country.
