Someone needs to watch the first season again, She was given the choice of helping or not helping Conrad, she chose to save Conrad and go along with it because she cared more about self preservation and Money than her 'true love'.
And it's not just about the framing either, Victoria is responsible for putting Emily through that cruel child facility wen she could have done a lot more to help her (as Jack said in season 1).
so why would Emily team up with the women who ruined her life?
