"They" don't hold anything. Just like in YouTube, when a certain video is getting a lot of views in a short period of time, it takes longer time for the views to actually update, because updating it live would be crazy.
Same goes here, when too many people are downloading the song, it would be hard to accurately update its position, so it backholds a little bit.
I think Britney's situation is different because it should have debuted somewhere on the Top 100 by now. I remember "I Just Had Sex" debuting at #10 in the UK.
