It's not exactly a new thing. That rule was implemented more than a year and a half ago.
But it's not just being shirtless or wearing revealing clothing. That's part of pop music. It's the overly sexual avatars or the ones emphasizing private parts. You literally chopped a woman's head and reduced her to just her boobs.
Yet we have Giselle with a swimming suit avatar 1 time being told to take it down. 
I took off her face because I just didn't want a face in my avi.
