People are salty about welfare because it's only for a select amount of people, some people think it's arbitrary or that people on welfare are lazy. Generally speaking, in the US programs that are available to
everyone are more popular than programs aimed at target groups. For example, social security, Medicare, and public schools are all widely used and no serious candidate in either side would dare talk to get rid of them. Now some politicians might want to reform those public institutions, but they aren't getting rid of those public services.
On the other hand, food stamps, Medicaid, and other programs aren't available to everyone. They are only for the most needy. This comes with the perception that it's unfair. That the government is redistributing wealth to lazy people. Most people don't use the same thinking of public schools, because they see their direct benefit from it.
