It wasn't necessarily just the lack of preparation. It was a Category 5 with wind speeds of like 175 mph (at ground level). If a Category 5 hurricane were to ever hit New York City it'd be disastrous because it's simply not built to handle such catastrophes. The high wind speeds would increase drastically as the altitude increased for taller buildings.
If a hurricane like Katrina were to hit the N.E. United States, matters would be worse than they were in the Gulf.; however, considering how far up north NYC is and how much colder the waters are it'd be hard to occur BUT with Global Warming waters are getting warmer.
