I do think the album is finished... photoshoot and post-artwork usually get prepared after the recording process.
Moreover, I agree with Cronich, and I think we all should tweet Luke, so we'll be able to confirm if it's really finished or not, since I don't think Doctor Luke will bother answering something like that.

I was searching for an m4a file but mp3 will do, I'm not too picky. I would have bought a new iTunes card for Kesha anyways.
