I think it's a combination of that + the fact that Paulie wants to be the alpha male of the house and get rid of Frank himself + he's stupid stubborn + the fact that Tiff is Vanessa's sister. His entire argument right now as to why they should evict Tiffany was essentially, "Remember Vanessa!?!?!?!"
