I can't help but think HOC is loosely based off an actual DC Congressman. I know it came from a British show tho. Kinda weird that two of my fave shows (HOC and Shameless) are about guys named Frank and based on British versions.
House of Cards is good but not Sopranos/The Wire level good.
It works in its format (binge-watching) but if you watch the epidodes randomly and spaced out (like a normal tv show) then you start to see the (major) flaws.
Still the best show atm tho.
