Lyric video + some interviews need to happen. And not just radio interviews

Her era would have to be massive to headline but the better strategy is that if Riri's R8 smashes she's gonna be the headliner and of course she will invite Shakira to perform.

Shakira was originally scheduled to perform at last season's The Voice finale. This was when the single was rumored to be released around mid-November (some people claim Jay Brown gave them a date at the T-Mobile concert in NY).

With that said, since Shakira missed out on that big promotional opportunity, she needs something to make up for it. Otherwise, it's just going to be a game of crossing our fingers and hoping for the best while everyone else takes advantage of the Grammy Awards and other events.

I think the first guest performances in the voice are after the blind auditions are over so that's a few weeks away and that's assuming she would perform. Im expecting her 2nd single to be out by the time of the finale.
