And the Ellen skit happened a week after the album release and in the first house they go in they give the woman a free copy of Circus (yes they show the CD) and they play Womanizer also during the skit. It's safe to say that counts as album promo

I agree with your first paragraph, although it doesn't change the fact that it's not exactly "promotion".
